Thank you for responding. After not hearing any response for days, I was not sure how to proceed. I contacted Dell and they advised that I uninstall Chrome and try to reinstall. Neither procedure was successful with multiple attempts, until I tried it again this past weekend and was successfully able to uninstall Chrome. I have not yet tried to re-install.

The Chrome version I was using was v35. I never had any problem in Desktop Mode, it was only when I attempted to 'launch Chrome in Windows 8' that my problem surfaced, and I was unable to go back to Desktop since I could not access that part of the screen in the Windows 8 mode.
I never tried it in Incognito mode. Unfortunately, I cannot send a screenshot at this time because I do not have Chrome installed at this time.
I will tell you a method on how to enable full screen chrome without any software. Users can full-screen chrome on both Windows & Mac. Users can use a small shortcut key to make Google chrome open in full screen. It will open Full-screen Chrome. This method is simple you can enable and exit Google Chrome full screen.
A verbal picture would be to say the top left quadrant was all that was visible, all other quadrants were black, no content visible or accessible. The tablet is working well, though I prefer to use Chrome and miss its availability.
If you think a re-install would alleviate the problem, I would consider that. Please advise - thanks!
